Local Gov Consultants is a consortium of professionals with vast experience, empathy and a passion for public service. Our mission is to help local governments and nongovernmental organizations succeed where they’ve become tangled up in time and obstacles.

Pete Bales

President and CEO

Pete Bales has 27 years of local government leadership, stakeholder relations, development and training, and project management experience. Pete is a professional, experienced and results-oriented leader in public sector administration who knows how to motivate, collaborate and create momentum in an organization. He is extremely well versed in project management, program management, leadership development, negotiation strategy, stakeholder engagement and public affairs. He consistently produces high quality work, on time and under budget. Pete has served in a variety of capacities throughout his local government career including, Township Administrator, Assistant City Manager, Public Works Director, and Parks and Recreation Director. He has planned and implemented capital improvement projects of all sizes and complexity. He is currently a City Council Member in Beavercreek, Ohio.

Randy Groves

Chief Financial Officer

Mr. Groves has 41 years’ experience in governmental accounting and financial reporting, having achieved the Certified Public Finance Officer (CPFO) designation by the Government Finance Officers Association of the U.S. and Canada, and the Certified Government Financial Manager (CGFM) designation by the Association of Government Accountants.  Randall has been responsible for the management of the accounting and financial reporting of a large Ohio county and a medium sized Ohio municipality.  He is a long-standing member of the GFOA of the U.S. and Canada and the Ohio GFOA, obtaining valuable continuing professional education from both professional memberships.  The Ohio GFOA has just presented Mr. Groves with the 2021 Excellence in Government Achievement Award, presented annually to a fiscal officer judged to demonstrate a high degree of integrity, innovation, and exceptional governmental leadership.

Jennifer Sivak

Chief Marketing Officer

Ms. Sivak holds an MBA as well as certificates in both digital marketing and corporate communication. She is also a graduate of both Cincinnati USA Regional Chamber WE Lead and Clermont County’s LEAD Clermont leadership programs, and is currently pursuing her PCM through the American Marketing Association.

Charlotte Colley

Administration, Project Management, and Strategic Planning

Charlotte Colley is a former municipal and county administrator with over 18 years of local government experience. She began her career as a local government consultant and has experience with process improvement, project management, performance measurement/management, strategic planning, facilitation, best practice research and benchmarking. As an ICMA credentialed manager and a former Ohio City/County Management Association Executive Board President Charlotte understands the value of professionally managed local government. She has worked in both charter and statutory forms of government and has experience and proven success in all facets of local government service.

Her understanding and experience of building successful teams, often in challenging circumstances, has proven crucial to her ability to deliver high quality project outcomes and to make positive changes in organizational culture and customer service.

John McCance

Partnerships, Media Training, Facility and Cyber Vulnerability Assessments

John McCance has some 45 years of experience as a professional communicator including 28 years in the USAF in a multitude of leadership and command positions.  His formal training includes the Air Force Security Force’s Combat Readiness Training as well as the Air Mobility Command’s Contingency Air Base Operations Commander’s Course.  John traveled to 21 countries around the world in support of DoD operations.  He has worked in multi-agency environments to develop plans and procedures to provide protective services for high-value personnel and facilities.  He has expertise in identifying personnel and infrastructure vulnerabilities providing targeted solutions to address any deficiencies.

Mayor Chuck Brunello Jr.

Strategic Planning

Mayor Chuck Brunello Jr. loves project management and draws on his tenured experience both as an employee and an elected official to accomplish complex projects. He also enjoys council/management strategic planning.
