Local Gov Consultants is a consortium of professionals with vast experience, empathy and a passion for public service. Our mission is to help local governments and nongovernmental organizations succeed where they’ve become tangled up in time and obstacles.

Pete Bales

President and CEO

Pete Bales has 29 years of local government leadership, stakeholder relations, development and training, and project management experience. Pete is a professional, experienced and results-oriented leader in public sector administration who knows how to motivate, collaborate and create momentum in an organization. He is extremely well versed in project management, program management, leadership development, negotiation strategy, stakeholder engagement and public affairs. He consistently produces high quality work, on time and under budget. Pete has served in a variety of capacities throughout his local government career including, Township Administrator, Assistant City Manager, Public Works Director, and Parks and Recreation Director. He has planned and implemented capital improvement projects of all sizes and complexity. He is currently the Vice Mayor of the City of Beavercreek, Ohio.

Jennifer Sivak

Chief Marketing Officer

Ms. Sivak holds an MBA as well as certificates in both digital marketing and corporate communication. She is also a graduate of both Cincinnati USA Regional Chamber WE Lead and Clermont County’s LEAD Clermont leadership programs, and is currently pursuing her PCM through the American Marketing Association.

Trenton Brown, Ph.D.

Organizational Analysis and Assessment Expert

Trenton has 30 years of experience in law enforcement and is currently the Chief of Police at Springfield Regional Medical Center where he transitioned the hospital security force into a proprietary police department. Before becoming chief, he worked as a police officer for the City of Brook Park for 25 years and during that time he worked on contract negotiations and was a union representative. During the last five years with the Brook Park Police Department, he focused on policy revision, hiring, and grant writing. Trenton has taught criminal justice courses at different universities since 2005 and has been an OPOTA certified instructor since 2009. In 2014, Trenton obtained his Master’s Degree in Justice Administration and in 2022, he obtained his Ph.D. in Management in Criminal Justice from Colorado Technical University. His dissertation focused on what police departments are doing to bring interest back to the police profession.  

Wade Calhoun

Wade Calhoun is local government executive with over twelve years of experience in public administration management, finance and operations.

John McCance

Organizational Analysis and Assessment Expert

John McCance brings a wealth of experience and specialized skills to any team. With 45 years of professional communications experience, including his service as a Public Affairs Officer in the USAF, John is adept at handling media relations and crisis communications. He has also served as an Adjunct Professor of Political Science at Wright State University, further showcasing his expertise in strategic communication and planning. John’s role as the City of Dayton’s principal liaison to WPAFB highlights his capability in managing public-private partnerships and strategic planning initiatives. Additionally, his tenure as an AT&T Government Solutions Business Manager demonstrates his proficiency in resource and facility vulnerability assessments, asset protection, and cybersecurity. His comprehensive background makes him a valuable asset in media relations, crisis management, and cybersecurity vulnerability assessments.

Lorna Zeller

Organizational Development, Succession Planning, HR Compliance and Infrastructure

Lorna Zeller is an accomplished Operations Director recently retired from the City of Mayfield Heights, Ohio. Her experience includes over 25-years of human resource management responsibilities interacting as a Business Partner/Change Agent/HR Leader with directors, line managers, labor attorneys, unions, and employees, with accountability towards business and organizational results.

Mayor Chuck Brunello Jr.

Strategic Planning

Mayor Chuck Brunello Jr. loves project management and draws on his tenured experience both as an employee and an elected official to accomplish complex projects. He also enjoys council/management strategic planning.
